New Zealand Development Scholarships

The New Zealand Development Scholarships (NZDS) scheme offers the opportunity to people from selected developing countries to undertake development-related studies in New Zealand.

This may include study related to education, health, rural livelihoods, governance, human rights, or economic development, depending on the human resource development training needs of the home government.

New Zealand -Development Scholarships are offered for full-time, tertiary level study at participating New Zealand education institutions.

The NZDS scheme has two categories:

New Zealand Development Scholarships – Public category (NZDS-Public)y

The NZDS-Public scholarships scheme is a bilateral scheme available to individuals from selected partner countries in Southeast Asia (including Burma) and the Pacific. The selection criteria is determined by the partner government and NZAID.

Shortlisted applications, mostly from public sector employees, are endorsed for a scholarship by the partner government. Employees from civil society or private sector organisations may apply for the NZDS-Public in some countries depending on country-specific selection criteria. The levels and fields of study available for study in New Zealand are determined according to the partner country’s human resource development training needs.

Application process and timeline (http://www.nzaid.govt.nz/scholarships/nzds/public-process.html)

1.    Applicants for a NZDS-Public apply to a nominating authority or a management contractor in their home country.

2.    The nominating authority or management contractor distributes ‘expression of interest’ or preliminary application forms.
Note: Each country’s deadline to receive completed expression of interest or preliminary application forms differs. Please check the relevant country information sheet.

3.    The nominating authority or management contractor checks applications against the NZDS eligibility criteria. Representatives from NZAID and the nominating authority or management contractor shortlist candidates for study in New Zealand.

4.    Shortlisted candidates are sent the NZDS application form to complete, then return with the supporting documentation.

5.    Deadline for Southeast Asian countries
The New Zealand Embassy or management contractor in Southeast Asian countries sends completed NZDS-Public applications to NZAID’s Scholarships Unit in Wellington, New Zealand, by 30 June.

NZAID advises the nominating authority or management contractor of the outcome of the NZDS-Public applications between September and November.

The New Zealand Embassy or management contractor advises successful candidate of their scholarship offer. Unless notified otherwise, the New Zealand education institution will arrange travel to New Zealand.

6.    Deadline for Pacific countries
The New Zealand High Commission or management contractor in Pacific countries sends completed NZDS-Public applications for shortlisted candidates to NZAID's Scholarships Unit in Wellington, New Zealand, by 31 August.

NZAID advises the relevant nominating authority or management contractor of the outcome of the NZDS-Public applications between September and January.

The New Zealand High Commission or management contractor advises successful candidates of their scholarship offer. Unless notified otherwise, the New Zealand education institution will arrange travel to New Zealand.

Successful candidates commence their studies around February the following year.

New Zealand Development Scholarships – Open category (NZDS-Open)

The NZDS-Open scholarships scheme is a non-bilateral scheme available to candidates of some developing countries in Africa, Asia (including Burma), Latin America and the Pacific. Under the NZDS-Open scheme, candidates independently apply for a scholarship.

NZDS-Open scholarships are generally directed at employees of private sector or civil society sector organisations, including non-governmental organisations. In some countries, public sector employees can also apply for a NZDS-Open scholarship depending on the country or region-specific selection criteria. This criteria also determines the levels and the fields of study under which candidates can apply to study in New Zealand.

NZDS-Open applicants from the countries above apply directly to a New Zealand education institution and should direct all their questions about the NZDS-Open to that institution. The institution will:

1.    Distribute NZDS application forms for the applicant to complete and return with all required supporting documentation*. Each education institution has their own close-off date to receive completed NZDS applications.

2.    Assess the candidate’s application for admission to the institution.

3.    If the candidate’s application for admission to study at the institution is approved unconditionally, the institution will send complete NZDS-Open applications to NZAID’s Scholarships Unit in Wellington, New Zealand, by 30 June. Note: If the candidate does not meet the NZDS eligibility criteria, the education institution may decline the NZDS application on behalf of NZAID.
