Millennium New Year Honour for Dr Anne Thurston, OBE

In the Millennium New Year’s Honours List, Dr Anne Thurston, Executive
Director of the International Records Management Trust was appointed an
Officer of the Order of the British Empire (OBE) for "Services to Public
Administration in Africa".

Dr Thurston has been a pioneer in defining international solutions for the
management of public sector records. It is due to her remarkable vision,
tireless effort and determination that many countries now recognise that
good records and information management is vital for both governments and
citizens. There is now a growing awareness amongst democratic governments
and development aid agencies that the successful implementation of good
governance and accountability requires a strong records and information
component in support of civil service reform programmes.

In 1989 Dr Thurston set up the International Records Management Trust (IRMT)
to develop new approaches to the problems of managing public sector records
in developing countries by establishing efficient records management
systems. It is now a leading agency in its field and the most active in
researching, obtaining funding and delivering solutions to records
management problems in the developing world. IRMT has successfully
implemented projects in The Gambia, Ghana, Uganda, Tanzania and elsewhere.
It has also developed a comprehensive study programme for the management of
public sector records.

On 5 November 1999, it’s tenth anniversary, the Trust launched the Rights
and Records Institute to draw together research and education in the
development of practical solutions to the challenges of modern information
management facing governments around the world. It will define strategies
for strengthening public sector record keeping as a means of reinforcing
government accountability to citizens.
