Scanning Books

Hi. I have a question regarding scanning documents as images. We're in the
process of scanning Census summary and stastical data publications 1790
forward, creating pdf documents from the publications which are then
accessible from the Census Library's catalog via the 856 field. My question
is concerning scanning software. Presently, we're using Visioneer Paperport
but have been experiencing some difficulty with the software occasionally
re-ordering the pages of large documents, say 1000 pages. We're hoping to
find a software package that would allow us to scan large documents, move
blocks of pages within the document, clean and straighten pages, and save
documents both as one compressed image and as tiff files.

Does anyone have experience with these sorts of software packages. I've
spoken to someone at the Library of Congress and have looked over
information from University of Michigan's Making of America project, but it
looks like those projects handled books as single pages within a book. We're
trying to handle documents as one big file, saving the tiff's for archival
purposes. Any input would be greatly appreciated. Thanks in advance.
