Salary: GS-11: $40,714 - $52,927 per annum
GS-12: $48,796 - $63,436 per annum

MAJOR DUTIES: The incumbent of this position has responsibility for
performing a
variety of professional archival functions for the Holocaust-related
archival
and manuscript collections held by the Archives. These include appraisal of
archival materials offered for accessioning; accessioning of these
materials,
arrangement of archival collections; description (creation of finding aids)
of
collections; preservation and rehabilitation cataloging program for all
archival
media, i.e. oral histories, film and video, documents, cataloging automated
database and textual system; development and maintenance of Archives'
controlled
vocabulary and providing guidance and direction to lower graded staff and
volunteers.
BASIC QUALIFICATION REQUIREMENTS:
Applicants for all grade levels must meet one of the following basic
requirements:
A. Education only: Bachelor or advance degree in U. S. or modern European
history, political science, government, or major field of study that is
directly
related to the position. The degree in history or government must be that
of the
United States or modern European history.
OR
B. Combination of education and experience: Must have successfully
completed at
least 30 semester hours of courses such as U. S. or modern European
history,
government, political science, or other field of study directly related to
the
position. Work experience must show evidence of skills; abilities; and
knowledge
of archival principles, concepts, and methods; historical research
methodology;
and other subjects necessary to perform the duties of the position.
Combined
education and experience must total four years.
MINIMUM QUALIFICATION REQUIREMENTS:
GS-11:
In addition to meeting one of the basic requirements described above, all
applicants for the GS-11 level must possess one of the following
requirements:
Graduate Education: (1) Three years of progressively higher level graduate
study; or (2) Ph.D. or equivalent doctoral degree in
U. S. or modern European history, American political science or government,
or a
related field.
OR
Specialized Experience: One year of specialized experience, performing
duties as
described above, equivalent to at least the GS-9 grade level in the Federal
service. Specialized experience must demonstrate you can successfully
perform
the duties of the position and you possess the required knowledge, skills,
and
abilities. Specialized experience is professional experience in archival
science, or in a directly related field of work such as history that
involved
the collection, appraisal, analysis, or synthesis of information having
historical or archival values. The following are illustrative of kinds of
experience that may be accepted as meeting the professional experience
requirements: (1) experience as an archivist in Federal, State, church,
business, or other archives, or in manuscript depositories, and (2)
experience
of an archival nature that involved research in archival science, or in a
directly related field such as history, government, economics, political
science, international relations, or international law.
OR
A combination of education and experience as described above. When
combining
graduate education and specialized experience, only graduate education in
excess
of the amount required for the GS-9 level (two years) may be used to
qualify for
positions at the GS-11 level.
Graduate Education: An academic year of graduate education is considered to
be
the number of credit hours that your graduate school has determined to
represent
one academic year of full-time study. Such study may have been performed on
a
full-time or part-time basis. If you cannot obtain your graduate school's
definition of one year of graduate study, 18 semester hours (or 27 quarter
hours) should be considered as satisfying the requirement for one year of
full-time graduate study.
Qualifying Combination of Education and Experience: To combine your
education
and experience, you must convert each to a percentage, and then add the two
percentages. The total of your percentages must equal at least 100% in
order for
you to qualify.
If your education is currently described in quarter hours, convert the
quarter
hours into semester hours by multiplying the quarter hours by the fraction
2/3.

GS-12:
In addition to meeting one of the basic requirements described above, all
applicants for the GS-12 level must have one year of specialized experience
performing duties as described above, equivalent to at least the GS-11
grade
level in the Federal service. Specialized experience is experience in
archival
science or in a directly related field of work such as history that
involved
collection, appraisal, analysis, or synthesis of information having
historical
or archival values. This experience must demonstrate you can successfully
perform the duties of the position and you possess the following knowledge,
skills, and abilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSA's): This position requires the
following
knowledges, skills and abilities. Applicants must provide detailed evidence
of
these factors, and must explain how and when each was acquired and applied.
This
evidence should be described in the form of clear, concise examples showing
level of accomplishment and degree of responsibility.
1. Professional knowledge of archival cataloging, including use of AACR2
(Anglo-American Cataloguing Rules, 2nd ed.), the USMARC Format Machine
Readable
Catalog), and Library of Congress Subject Headings LCSH) in order to
accession
and catalog archives collections in an automated database.
2. Professional knowledge of archival principles, concepts, techniques, and
standards in order to perform archival duties in collections management,
accessioning, appraisal, arrangement, and preservation.
3. Knowledge of 20th Century European history including Central Europe,
European
Fascism, World War II and the Holocaust.
4. Knowledge of historical research methods and tools regarding USHMM
Archives
collections and related collections in other relevant institutions to
direct
researchers to the appropriate records for studies.

You must be a United States citizen to apply.
To be eligible for Federal employment, male applicants born after December
31,
1959, must certify at the time of appointment that they have registered
with the
Selective Service System, or are exempt from having to do so under
Selective
Service law.
