        Plans are fine as long as the disaster is not too serious.  No one
could have prepared for the damage caused by the 1994 earthquake and its
aftermath.  Some things should have been resolved - like sealing one storage
area completely and admiting we were not ready to "come back" from the
earthquake.  Water damage and then mold damage occured months and years after
the earthquake because we did not anticipate nor solve the problem of major
leaks during re-construction.  Parts of the Library should have been closed
down until they were resolved.  Plans are usually developed for small problems
not major ones.  However, now we need to plan on extra expenses, contract
violations, reimbursements for damage long after the earthquake.
