insurance at state institutions

We are a Special Collections dept. at a state university library, and
have recently realized that not all our materials are covered by the
state's "self-insurance" policy (which allows us to ask the state
legislature for special funds to replace materials in the event of fire,
flood, or theft).
Under our system, items we have purchased with state money are
"self-insured", but gifts are not, items purchased with gifted money
are not, nor are any items on loan to us.

We are looking into buying separate insurance for our special
collections materials not covered by our state policy.

How have other state institutions handled insurance?

Thanks very much for any help!
