 REQUEST FOR PROPOSALS

 Archivist/Records Manager

 

The Round Valley Indian Tribe’s Cultural Resources Management program is soliciting proposals for an experienced consultant to perform the following:

SCOPE OF WORK:     This temporary position is for a grant-funded project located in Covelo, California, in the Coast Range Mountains, 200 miles north of San Francisco. The scope of work is to arrange and describe historic records; inventory current records; prepare and apply records disposition schedules and records management procedures; and train Tribal staff in basic records management skills. The project is intended to address a significant backlog of problems and issues.  Records may be disarranged and damaged. For these reasons, the successful candidate will require considerable initiative and problem solving ability. He or she will be asked to supervise one assistant.  We estimate that the project will take three months.  Compensation is competitive and negotiable.

BACKGROUND INFORMATION: Of primary importance are the over-flow of records stored in the old Reservation School auditorium, located about 100 meters south of the present day administrative offices. These records account for about one third of the total tribal records. Subsequent to storage, some of the doors and windows of the auditorium were torn off and entry to unauthorized persons is now unrestricted. The records have also been vandalized and virtually all are out of the cabinets and strewn on the floor. The records are damp, pest ridden, and some have been set on fire.

The files housed in various crowded tribal will also need to be organized. Appropriate records need to be removed from the offices and archived. Working files need to be set up in a manner that will help insure their proper organization, retention, and disposition in the future. Archival records need to be sorted, organized, conserved, accessioned into the fledgling tribal museum collections, and stored in fireproof filing cabinets.

NEEDED SKILLS: Candidates should have:

    «         Knowledge of archival and records management theory and practice

    «          Experience in describing and inventorying records, and information systems

    «          Experience in developing records disposition schedules

    «          Working knowledge of files classification systems

    «          Knowledge of basic paper and special media preservation issues

    «          Strong speaking and writing ability

    «          Strong problem solving ability

    «          Ability to work with little or no supervision

    «          Ability to supervise

    «          At least two years of professional experience in an accredited archival institution or established records management program

    «          Masters of Library Science or Certified Records Manager is desirable, or the equivalent.

Alternatively, proposals may be submitted in person at the Round Valley Tribal Administrative Offices, 77826 Covelo Rd, Covelo CA 95428. Proposals will also be accepted by fax at (707) 983 6128, or electronically to dhutt@saber.net. It is the applicant’s responsibility to ensure that the proposal has been received.

All proposals received by 12:00 noon Friday, April 28, 2000, will be evaluated and taken through a selection process. Proposals received after this deadline will only be considered if it is apparent that the initial solicitation has failed to procure qualified proposals.

Indian Preference will be given per CFR 25, Part 5, if the proposal is accompanied by certification of enrollment in a federally recognized Indian Tribe, and the respondent is fully qualified to perform the work.

All proposals should include the applicant’s resume or other such indication of qualifications to successfully perform the scope of work as well as three references with telephone numbers.

The successful respondent will provide his or her own tools, equipment and transportation, and will be responsible for providing all materials needed for the job.
