BERLIN (AP) - As former German chancellor Helmut Kohl marked his 70th
birthday in seclusion Monday, officials said his government ordered the
destruction of East German spy files on West German politicians a decade
ago.

BOSTON (AP) Lawmakers from City Hall to the Statehouse are scrambling to
limit public access to e-mail as the popularity of electronic messages
explodes.
Boston city councilors have approved a home rule petition which would exempt
incoming e-mail, letters and other correspondence from public records laws.

E-mail and the Internet allow greater access to public records, but the
degree of the public's business potentially being conducted behind "closed
doors" in cyberspace remains in question.
No one is saying municipal officials are scheming to circumvent the
democratic process, yet more government officials are eyeing e-mail as it
pertains to Right-to-Know laws.
New Hampshire legislators are looking to create a committee to study the
impact of information technology on the Right-to-Know law.

BOSTON (AP) The state treasurer is pressing banks, insurance companies and
other institutions that periodically turn over abandoned accounts to the
state to provide more information about the account owners.
''Our goal is to return as much abandoned property as possible to rightful
owners, but that job is made much harder if we aren't given names and other
identifying information with the property,'' said Dwight Robson, a spokesman
for Treasurer Shannon O'Brien.

NEW YORK -- Mayor Rudolph Giuliani and Police Commissioner Howard Safir
decided to release sealed records of an unarmed man fatally shot by police
because of past experience: In three other cases involving people killed by
cops, those sealed records were unveiled, Safir testified Friday.
