As a former public relations photographer (16 years) I believe an
institution would find it very difficult to hire a professional
photographer who would be willing to sign over copyright to all
photographs taken during the course of an assignment.  By retaining
copyright (i.e. the negatives) the photographer always possesses a
future source of income should the client need future reprints.  This is
why it is in the best interest of an institution to have their own staff
photographer because then EVERYTHING shot by this employee remains the
property of the instituion.
