Groups warn of breaches in privacy laws for patients

Doctor groups and privacy advocates have charged that new government rules,
touted as protecting patients' confidentiality, will instead make it easier
for employers, researchers, law enforcement officials, the federal
government and others to gain access to people's medical records without
their consent.
The Department of Health and Human Services is reviewing some 53,000 public
comments on the proposed regulations, which were announced last fall and are
expected to be issued in final form sometime in the next few months.

Clinton picks friend to build library project

LITTLE ROCK, Ark. - President Clinton has picked a friend to build his
presidential library in Little Rock.
Mr. Clinton recently decided on William E. Clark, who runs CDI Contractors,
to be the general contractor for the project, said library coordinator Skip
Rutherford. The president and Mr. Clark have been friends since Mr. Clinton
was governor of Arkansas.

AUSTIN - In a battle pitting press freedoms against individual privacy
rights, a state district judge today lifted an unusual order against The
Associated Press.
For eight days, the AP had been prohibited from publishing information it
had received about a seafood business that had obtained a public loan
guarantee.

NHS 'smart card' may hold patient's records

A "SMART card" that carries a patient's medical records may be introduced as
part of the Government's review of the NHS.
The cards would allow people to find information about themselves, seek
health advice or order repeat prescriptions at supermarket kiosks. All
medical details and prescription requirements would also be entered on a
central database. The proposal will provoke debate about confidentiality and
the security of personal information.
