In a court ruling that bolsters the rights of publishers on the Internet,
the 8th U.S. Circuit Court of Appeals decided Wednesday that a critic of
railroad safety can make public salary information about 800 employees of
the Burlington Northern Santa Fe Railway Co. on his Web site.

SALEM -- In the Hollywood tech-drama "The Net," actress Sandra Bullock plays
a woman whose identity is stolen, and she spends the better part of two
hours (movie time) trying to get it back.
But "as bad as Sandra Bullock's acting was," the potential reality of the
story was much worse, said U.S. Rep. Darlene Hooley, D-Ore. She used the
video jacket of "The Net" Wednesday to illustrate the very real problem of
identity theft while announcing her bill to help prevent it.

(U-WIRE) EVANSTON, Ill. -- Miami and Ohio State's loss was -- Miami and Ohio
State's gain?
Although the universities lost a federal court case for releasing their
disciplinary records to journalists, the judge's ruling now prevents the
same thing from happening again.
A federal judge recently ruled that the schools violated federal law by
releasing names from confidential disciplinary records to a newspaper -- a
technical loss for the defendants.

Alaska Airlines fleet maintenance records under review

SEATTLE - Maintenance records for most of Alaska Airline's fleet are being
reviewed after federal inspectors found two planes were returned to service
prematurely.
Company officials agreed to make the review because of incomplete paperwork
discovered by the Federal Aviation Administration during an inspection of
maintenance operations in Seattle, Oakland, Calif., and elsewhere.

DOVER - A Strafford County Superior Court judge was given a file from the
attorney general's office Wednesday at the courthouse in Dover that contains
all available documents and audiotapes concerning Linda Ragas' arson
interrogation.
Judge Peter Fauver has no time limit to decide if the documents, or at least
part of the materials, will be handed over to Foster's Daily Democrat. A
Right-to-Know Law action was filed by Foster's requesting all documents
related to Ragas' interrogation be released. A hearing on the request was
held Wednesday.

MANSFIELD - A public employee should never refuse to turn over a public
document to an interested citizen - especially if the employee has the
document in hand and there's a copy machine nearby.
That was one of the rules of thumb in regards to state Freedom of
Information laws taught by FOI Commission attorney Tracie Gardiner to about
20 public employees and officials at town hall Tuesday. In a "nuts and
bolts" informational meeting, Gardiner explained what is required, and not
required, by the state FOI Act, which was first created at the federal level
to ensure that the employees and officials grant access to certain records
and meetings of groups defined as public agencies.
