Dear Ms. Gaynor:

A viable solution may be to film the newspaper for long-term preservation,
digitize the film and create acid-free paper copies for binding and use by
your patrons. In many cases we are able to film bound newspapers in a book
cradle but it may not make the best image for digitization. In any case,
once the newspaper has been preserved on film, digitization can be deferred
until it fits your budget.

I second the suggestion to get price estimates on the cost of microfilming.
It
may be less than you expect.  BUT, be sure to describe the condition of the
papers (it costs _much_ less to film brand new white newspapers than the old
crumbling brown ones) and be sure that the microfilmer has had experience in
filming that type of material.

If you do photocopy, make multiple copies -- one to set aside and use as a
master, and one or two others as reference copies.
