Licensing of Special Collection Materials

For an article on the licensing and reproduction of special collection
materials, I am interested in whether anyone has any policies or procedures
for the policing of collection materials used in publications--either text
or digital. How do repositories control the use of material once a
reproduction has been published?

Thanks,
