to store low-level radioactive waste in the northeast part of the state.

Go to any good coffee-table book of Richmond, and you can find old pictures
of the Washington statue or the Lee monument, of the office buildings on Main
Street or the "horseless carriages" on Broad Street.
But how about:
A 1919 photograph of "the only point in the world where three trunk line
trains cross each other at the same time, and over their separate tracks." A
Southern Railway train runs beneath an Seaboard Air Line Railroad train,
which in turn runs beneath a Chesapeake and Ohio Railway passenger train.
A 1950 photograph of the same point, same three tracks and same three
railways -- but with modern trains.
