I suspect this is almost a given.  You might want to read Moving Theory into Practice: Digital Imaging for Libraries and Archives (available from <http://www.rlg.org/preserv/mtip2000.html>), and especially the final chapter on mainstreaming digital imaging activities, to get a sense of what you are in for.  I would also encourage you to look at Cornell's NEH report on "Digital to Microfilm Conversion: A Demonstration Project," available at <http://www.library.cornell.edu/preservation/pub.htm>. 

You can easily contract to have the microfilm digitized (though the level of image quality may be questionable).  Building and especially maintaining a retrieval system will be much harder, and you should be ready to spend much more than the filming costs.
