While I do not have an answer to your question, the government documents
listserv, which I monitor, might, since its members are at the forefront
of the fight to make the government accountable to its citizens, and
government information available to the public.

The Government Printing Office web site is also stacked with
information.  They are attempting to "teach" government agencies that
you can't mount a document for a while, and then take it down, without
moving it somewhere else, or notifying the public.  The University of
North Texas is working with the GPO to host a site for disappearing
government documents.  They contact agencies that take down documents,
and get permission to keep those documents at the UNT web site.

The ALA (Government Documents Roundtable) GODORT committee, and the
American Association of Law Libraries (AALL) Government Documents
Section are at the forefront of this fight.  They also have web sites
devoted to these issues.
