DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Responsible for the management and operation of the Serials Section of
the Acquisitions Department.  Trains and supervises a staff of 7 FTE's
in the policies and procedures of the unit.  Plans work schedules,
assigns duties, evaluates performance.  Assists in the hiring of new
personnel, and helps develop policies and procedures.  This position
reports to the Manager of the Acquisitions Department and assists in the
day-to-day operation of the Department. Coordinates and implements the
Millennium Serials System. Responsible for drops and adds of serial
titles and supervises the check-in and claiming of serials. Directs and
monitors bindery operations. Directs and monitors the standing order
operations. Negotiates materials discounts and shipping rates favorable
to the Library with vendors of library materials. Responsible for the
payment of invoices according to City/Library policies and procedures.
Responsible for the audit of invoices to ensure compliance with
negotiated discount/shipping rates.  Assigns appropriate City of Houston
fund codes to invoices to assure payment from proper fund accounts.
Coordinates input of invoices into the INNOPAC Acquisitions/Serials
System. Assists in the preparation of weekly, monthly, and annual
management reports.  Conducts special management studies as required.
Assists in the development and application of computer technology in the
Department as well as the Library System.

WORKING CONDITIONS
Ability to communicate effectively both orally and in writing. Position
requires stooping and bending; lifting of library materials up to 20
pounds. Must be able to use a computer to access/input information. Must
be able to move freely throughout the library to file/retrieve library
materials.

MINIMUM EDUCATIONAL REQUIREMENTS
Master's degree in Library Science from an ALA accredited school.

MINIMUM EXPERIENCE REQUIREMENTS
Minimum of three (3) years professional library experience including one
(1) year management experience.

PREFERENCES
Experience in serials management, bindery management, and standing
orders management. Experienced in use of Innovative Interfaces
acquisitions and serials software. Ability to plan and organize work;
good knowledge of library procedures; ability to supervise subordinates.
Current computer skills including Microsoft Windows and Microsoft Office
(Word, Excel, Access).

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's
qualifications as well as the pay rates of other employees in this
classification.  The minimum to midpoint of this salary range is:
$40,300 - $46,852 Annually
