Photographs in Museums & Archival Access -- Need Policies



I've recently become the first ever archivist for a local historical
society.  In addition to caring for the materials, I'm trying to develop
forms and a fee structure for sharing info. with researchers.  Many of
the materials are scattered in separate historic homes maintained as
museums, and the policy of the society is "no pictures taken in the
museums."  Obviously, this makes providing photos, scans, facsimiles
forbidden too.  Does anyone out there have similiar policies in place,
but a provision for exempting archival material which is requested by
researchers? (the museums are open only a few days a year, so
researchers cannot visit and take notes, either).... how do you handle
the "but if there's a picture of it someone will steal it" syndrome?
