Library Administrative materials



In defense of Mr. Saklad, I think that his point, circuitous as it is, is
that public policy dictates that Public Library administrative materials
should be made available on a proactive basis, and the library shouldn't be
charging for access to the material.  The materials discussed are routine
administrative matters that should be open for examination, and that the
fees have been used in the past as a barrier to access, intentional or not.

The entire supposition of the federal E-FOIA law, for example, is that a
record likely to be requested or actually frequently requested, should be
posted on a public website to avoid the need to request it from the agency
in the first place.
