PLEASE NOTE
The following vacancy announcement is a full and open search posted by the
U.S. Office of Personnel Management (OPM). The previous posting for this
position was government wide only (intended only for current Federal
employees), it closed on October 18, 2000. Both current Federal employees
and non-Federal employees have equal opportunity to apply for this
position, however there are two announcements. If interested, please make

The duty station for this position is Linthicum, MD (just south of
Baltimore, MD), not Washington, DC.

Applications will be accepted from: Status Candidates and
Veterans who are preference eligibles or who have been separated
from the armed forces under honorable conditions after three
years or more of continuous active service may apply.
MAJOR DUTIES: The incumbent is responsible for the Museum's
holdings of audio and video testimonies, moving images, sound
recordings, 3-dimensional artifacts, manuscripts, and microforms
and photographic collections. Carries out all processes related
to the accessioning of collections into legal and physical
custody of the Museum. Coordinates incoming and outgoing loan
processes ensuring proper insurance coverage is obtained for all
items loaned or borrowed from the Museum's permanent collections.
Oversees the physical tracking of all collection items through
electronic and manual systems. In coordination with the
Collections Manager, the incumbent manages the transportation
arrangements, including domestic and international to include
customs clearances and risk coverage. Develops, implements, and
enforces Museum procedures and practices relating to access,
handling, and storage of collection items. Provides guidance and
assistance to junior registrars, technicians, interns, and
volunteers.
QUALIFICATION REQUIREMENTS: At the GS-11 grade level, applicant
must possess one-year of specialized experience equivalent to the
GS-9 grade level or 3 full academic years of progressively higher
graduate level education or a Ph.D. or equivalent degree related
to the position.
Specialized experience is experience related to the operation or
management of a museum or similar collection of valuable objects.
Examples of qualifying experience include collection management,
registration, cataloging, conservation, research, preservation,
restoration, or conservation of collections of museum material,
or other experience related to the position.

To be eligible for Federal employment, male applicants born after
December 31, 1959, must certify at time of appointment that they
have registered with the Selective Service System, or are exempt
from having to do so under Selective Service law.
BASIS FOR RATING: Ratings will be based on an evaluation of your
experience as it relates to the qualification requirements and on
abilities (KSAs) listed. You should provide detailed evidence
and examples in your resume or application, which demonstrate
your level of accomplishment and degree of responsibility.
Qualified candidates will be assigned a score between 70 and 100,
not including points that may be assigned for veterans'
preference.
PLEASE NOTE: If your application is incomplete the following
process will take place: After a review of all the experience and
training, a single best level reflecting the KSA's of the rating
schedule (70, 80, or 90) will be assigned for your total
experience including education and/or training. Points for
veterans' preference will be added to the basic rating of 70, 80,
or 90.
SPECIAL SELECTION PRIORITY PROVISIONS FOR DISPLACED FEDERAL
EMPLOYEES UNDER THE INTERAGENCY CAREER TRANSITION ASSISTANCE PLAN
(ICTAP)
Individuals who have special priority selection rights under
Agency Career Transition Assistance Program (CTAP) or Interagency
Career Transition Assistance Program (ICTAP) must be well
qualified for the position to receive consideration for special
priority selection. CTAP or ICTAP eligibles will be considered
well qualified if they receive a score of 90 or above.
Federal employees seeking CTAP/ICTAP eligibility must submit
proof that they meet the requirements of 5 CFR 330.605(a) for
CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the
agency notice, a copy of their most recent Performance Rating and
a copy of their most recent SF-50 noting current position, grade
level, and duty location. Please annotate your application to
reflect that you are applying as a CTAP or ICTAP eligible.

STEP TWO - Submit a statement addressing each knowledge, skill,
and ability statements.
1) Knowledge of museum and archival registration principles,
theories, concepts, techniques, and functions including
documentation, accession and loan records, copyright
considerations, insurance requirements, domestic and foreign
loan agreements, and other official documents relating to
registration.
2) Extensive experience and knowledge of the safe movement,
packing, shipping of collections in-house, overland, ocean
and air, short and long distance and all insurance
considerations associated with such moves.
3) Familiarity with conservation techniques of all types of
objects of the museum and archive disciplines, knowledge of
the agents of deterioration that can affect collections, and
the ability to seek or recommend corrective treatments.
4) Knowledge of computer software systems and data standards for
archival and museum cataloging and registration.
5) Ability to write and communicate verbally to effectively
report and make presentations on treatments, activities,
projects, laboratory needs, and environmental conditions.
