Managing our cities' public libraries boards institutional records

After people who sit on our regional and Massachusetts
Library of Last Recourse City of Boston Public Library
Departments Board read and study materials transmitted
to them regarding the board agenda, materials that are
legitimately public could be forwarded to BPL
government documents department rather than stored in
an attic or cellar.

How would our Boston Public Library board be persuaded
to be more conscientious with respect to preserving
institutional public records?...
