Managing electronic records



I am part of committee that has been tasked with developing guidelines to assist state agencies in the management of their electronic records through the entire life cyle.  We want to ensure that we are not losing valuable electronic records.  How are other state archives' approaching the task of managing electronic records?  What types of software are you recommending that state agencies use?  Have you had any experience using Provenance's Foremost Enterprise or Zasio's Versatile Enterprise?  Any suggestions or comments will be greatly appreciated.
