The National Archives and Records Administration is accepting applications under a Delegated Examining Authority for the following position.  Civil Service status is not required to apply.  U.S. citizenship is required.

POSITION: Education Specialist, GS-1701-9  

PROMOTION POTENTIAL: GS-11

SALARY RANGE: $36,295 pa to $47,180 pa

LOCATION: NARA, Office of Presidential Libraries, Franklin D. Roosevelt Library, 4079 Albany Post Rd., Hyde Park, NY  12538            
(Relocation expenses will not be paid.)

NARA's MISSION:  The National Archives and Records Administration (NARA), an independent Federal agency, is at the forefront in fields from document preservation to electronic records. At more than thirty sites across the country - regional archives and records services facilities, Presidential libraries, and three major buildings in the Washington, DC, area - NARA safeguards and makes available millions of records in a variety of media ranging from our Declaration of Independence and Constitution to a rapidly increasing number of modern electronic files.  NARA each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers.  NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

DUTIES:  The Education Specialist is responsible for development, organization coordination and implementation of the Library's class visit and outreach program for elementary and middle school students and professional development programs for teachers of those grade levels.  Supports programming development and implementation for high school, college, and adult students and the general public.  Performs research on, evaluates, and develops educational materials for curriculum-based educational programs both in the Library and via the Internet, film and video, and other outreach.  Conducts seminars, forums, workshops, and conferences for students and the public on a wide variety of historical, political and government issues.  Serves as a resource to teachers concerning questions of instructional methods on historical material and programs.  Plans and conducts teachers' workshops and professional development programs for teachers.  Represents the Library at conferences and educators' meetings.  Coordinates Library's participation in educational projects with other educational and cultural institutions.  Gives presentations to classes and other groups visiting the Library.  Delivers historical presentations to classes in schools, colleges, and other institutions.  Evaluates program effectiveness and initiates improvements and/or changes.  Submits an annual work plan and prepares management reports. Supervises interns and volunteers working with the education department.  Responsible for maintenance of interactive educational exhibits in the museum. Assists students, researchers and scholars doing historical research in the Library's historical collections.

QUALIFICATIONS REQUIRED: Basic Requirements - 
Candidates must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position (i.e., history).
                                     OR
Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to the basic requirements, candidates must have one year of specialized experience equivalent to at least the GS-7 level in the federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the Education Specialist.  Examples of specialized experience include duties involved with teaching and developing curriculum and educational materials; developing class visit and outreach programs for students at various levels in a history museum education department.
 
Substitution of Education for Experience.  Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree may be qualifying at the GS-9 level.  Such education must provide the knowledge, skills, and abilities necessary to do the work of the position (i.e., a field of study in education, museum education, history). 
 
BASIS OF RATING: On a separate sheet of paper, describe how your  qualifications meet each of the following knowledges, skills, and abilities (KSAO's).  As credit may be given for experience, education, awards, training, appraisals, self-development activities, etc., carefully describe each as it relates to the position to be filled.  All basically eligible candidates will be evaluated on this criteria.  Eligible ratings range from 70 to 100.  (Please limit responses to one page per KSAO.)

1.  Demonstrated ability to use archival materials and museum objects to develop history curriculum and teach history at the elementary to middle school level.

2.  Demonstrated knowledge of professional museum education practices, including hands-on and interactive techniques, as well as a familiarity with audio-visual and world-wide web based educational applications.

3.  Demonstrated knowledge of American political and social history; the historian's craft; and the use of primary sources such as documents, photos, and objects to create historical statements and interpretation.

4.  Demonstrated ability to communicate orally and in writing through creating museum experiences for students, training teachers, docents and others, and in producing curriculum and outreach materials.

5.  Demonstrated ability to plan, research and analyze audience data and forge partnerships with schools, colleges and other institutions of learning to promote the use of the resources of the Library.
