I'm just curious: what does Uncovered Position
mean?
An Uncovered Position in Arizona government means that the person in that
position is not covered by state personnel rules. It has both potential
benefits and abuses. An uncovered employee gets the maximum vacation from
the very beginning, may (note that may) get better pay and raises,
can leave during the day for appointments and not have to deduct the
time, etc. On the minus side, an uncovered employee may have to work more
than 40 hours a week w/o receiving overtime or comp time and can be fired
without recourse.
Covered employees are covered by personnel rules which specify a 40-hour
week, a series of steps which must be followed before termination,
salaries are pegged to job classification, etc.
Depending totally on circumstances, either can be good or bad for an
employee.
