Photographing research materials

I am normally just an observer of this listerv,
gleaning job postings for my local SAA chapter
website. However, I am currently reviewing Sue
Holbert's _Archives and Manuscripts: Reference and
Access_ for my ACA study group, and a section entitled
"Copying by Researchers" piqued my curiosity. It
reads, "Researchers sometimes bring their own cameras
to make photographic copies of selected materials.
This should be permitted if there are no restrictions
on copying, if the work does not disturb others in the
reference room, and if the photographic process will
not harm the materials being copied." (p.20)

That sounds like alot of "ifs." I realize this title
was published in 1977, and I was just wondering if
this is still a practice allowed by some repositories,
or if it was ever widespread. I guess I just can't
imagine the positives ever outweighing the negatives
(privacy, security, preservation, etc.). But, then,
I'm new to this world of archives. . .

Thank you in advance for your input.
