The Office of the Secretary of State is seeking a Deputy State Archivist in
the Archives and Records Management Division. Applicants are encouraged to

position is filled, however, the review process will begin on January 22,
2001.
Salary: Band 2, $4,390 - $5,366 monthly, depending on qualifications, in
addition to a full benefits package which includes health, life, and long
term disability insurance; paid vacation, sick, and military leave; optional
credit unions, savings bonds, and deferred compensation plans; 11 paid
holidays; and a public employees retirement plan.
Location: This position is located at the Archives Building on the East
Capitol Campus in Olympia, Washington. Olympia is located at the southern
tip of Puget Sound and is the state capitol of Washington. Residents of
Olympia enjoy a quality of life enhanced by natural beauty and a mild
year-round climate. Olympia's close proximity to Seattle creates a
metropolitan atmosphere while its residents enjoy a lower cost of living.
Close by are the Pacific Ocean, and the Cascade and Olympic Mountains,
providing a wide range of recreational activities.
About the Office of the Secretary of State: Headed by an elected state
official, the Office is responsible for election administration within the
state, registration of corporations and charities that do business within
the state, and collection and preservation of the records of governmental
bodies within the state. The agency also administers the Address
Confidentiality Program, the Employee Recognition and Involvement Board, and
the Oral History Program.
The Archives and Records Management Division: The division provides
stewardship in the protection and preservation of information created and
used in the course of public business by government entities of the state of
Washington. Primary service programs to state and local governments include
records management, historic records preservation, records center storage,
and imaging services including micrographic production and security
microfilm storage.
The Deputy's Role: This position reports to the State Archivist and, as part
of executive management of the division, is responsible for administration
of the Government Records Programs. The position plans, coordinates, and
administers the operations of the division. Division functions under the
direction of this position include:
? Records management policies, practices, and standards dealing with the
creation, active use, inactive use and disposal of governmental records;
? Essential records and disaster recovery of governmental information;
? Records Center operation;
? Third party storage of inactive agency records;
? Record media preservation and micrographics including the Imaging Services
Section;
? Electronic records and their indexing, storage, and retrieval;
? Records retention and scheduling;
? Records management promotion, training, and outreach services including
direction to regional records managers, internet presence, and other forms
of communication;
? In addition, division administrative services including purchasing,
payroll, and fiscal expenditure and disbursements.
Desirable Qualifications: The strongest candidate will possess the most
complete combination of the following education, experience and demonstrated
knowledge and abilities:
Education: A Bachelor's or Master's degree in records administration,
information technology, archives, business administration, or related field.
Significant experience in the following (please indicate number of years for
each experience):
? Document management systems responsibility which may include digital
capture, indexing, or systems management of a digital imaging system;
? Information technology application development / maintenance, data
administration or system administration;
? Records management responsibility including records center management,
records custodian, or records officer of a major organization;
? Micrographics services responsibility including contracting for
microfilming services, in-house filming or maintenance of a micrographics
library; and
? Project management responsibility.
In addition to the education and experience listed above, the following
experiences and abilities are also desirable:
? Experience managing budgets and staff;
? Experience leading and resolving conflicts;
? Experience motivating employees and encouraging a work environment that
stresses teamwork and innovation;
? Ability to establish and maintain effective working relationships with
staff, elected officials, labor representatives, affected user groups, and
the public;
? Experience working with Washington State government and the legislative
process;
? Experience working with state statutes, WACs and policies governing the
legal responsibilities and procedures related to Archives and public records
retention and disposition;
? Strong oral and written communication skills.
