The National Archives and Records Administration is accepting applications for the following position under a Delegated Examining Authority.  Civil service status is not required to apply.  U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and competitive procedures must submit two (2) complete applications.  When only one (1) application is received, it will be considered under Merit Promotion Announcement #N 01-14.

POSITION: Senior Records Analyst (Archives Specialist), GS-1421-13

PROMOTION POTENTIAL: None

NOTE: This announcement will be used to fill 12 positions in numerous geographic locations. You must complete the attached Duty Location Preference Form indicating the duty location(s) at which you would accept employment.  Relocation expenses will NOT be paid.  

SALARY RANGE: $57,345 to $74,553 pa* (plus locality adjustment)
(*New employees generally start at the minimum rate.  Candidates with prior federal service may start at a rate above the minimum.)

At more than thirty sites across the country * regional archives and records services facilities, Presidential libraries, and three major buildings in the Washington, DC, area * NARA safeguards and makes available millions of records in a variety of media ranging from our Declaration of Independence and Constitution to a rapidly increasing number of modern electronic files.  NARA each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers.  NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes grants supporting initiatives to document American history.

DUTIES: Serves as a senior records analyst, providing direct assistance to assigned Federal agencies in the management of their records in all formats and media, particularly electronic records. Consults with agency officials to encourage and stimulate interest in effective records management. Advises agency personnel on the development of solutions to particular problems encountered, and suggests recommendations, adjustments and innovations designed to improve records management programs.  

Within the framework of NARA=s appraisal review and concurrence process, appraises Federal records in all media to determine their proper disposition, and recommends disposition actions for approval by the Archivist. Prepares or reviews disposition schedules of records in agency custody. Analyzes, appraises, and evaluates agency requests for disposition authority and offers of records to transfer to NARA custody.  Assists agencies in developing records disposition schedules for records in all media. 

Provides assistance to NARA staff regarding the appraisal and disposition of electronic records, to include participating in the development and implementation of staff training plans related to electronic records

appraisal. Advises NARA staff and Federal agency personnel in the records management requirements associated with the development of electronic record keeping systems in Federal agencies. Analyzes systems documentation and other background materials in order to provide advice on designing electronic systems in keeping with those requirements.

Participates in outreach activities to increase knowledge about and implementation of Federal records and information management policies and practices. Plans and conducts workshops, seminars, and conferences designed to guide and encourage agency officials in improving their records management programs. Promotes the exchange of information about successful records management methods among agencies (e.g., best practices). 

WORKING CONDITIONS:  Significant local travel or work at a worksite other than a NARA worksite, ranging from one to four or more weeks, may be required.  Approximately five overnight trips a quarter, with occasional trips of longer duration, may be required.  Type and amount of travel will be dependent upon individual assignments/projects. 

QUALIFICATIONS REQUIRED: 1 year specialized experience equivalent to the GS-12 level in the Federal service.

Specialized Experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and which is typically in or related to the work of the 
position to be filled.  This experience should have involved such assignments as records analysis, appraisal, and disposition, records management advisory services and training, evaluation of records management programs, accessioning, preserving, describing and making available records for public 
use, etc. Such assignments should have included working with records in a variety of media, including electronic records. 

Selective Placement Factor:  Consideration will be limited to those candidates whose applications show evidence of knowledge of and skill in the management of electronic records created in an office environment and the application of computer technology to records management. (See KSAO #3 below)

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an evaluation will be conducted to determine if you possess the following knowledges, skills, abilities, and other characteristics (KSAO=s) required for 
this position.  This evaluation determines which candidates will be referred to the selecting official for final consideration.  Therefore, you must submit a separate narrative statement for each KSAO, explaining how your experience, education, training, self-development activities, appraisals, awards, etc., relate to the position. (Note: Failure to submit this information will result in an ineligible rating. Please limit narrative to one page per KSAO.)

4. Demonstrated ability to plan, initiate, coordinate, and execute records management studies or special projects of broad scope and complexity.

5. Demonstrated ability to communicate effectively orally and in writing to staff, management officials, federal agency officials, and others.
