question for a labor archivist



I'm currently processing a collection of Local 239 of
the International Typographical Union.  One of the
ledgers is actually the minutes of the "Tribune News
Chapel of Local 239"  The use of the word chapel seems
to have a specific, formal meaning throughout the
minute book.  I'm guessing that a chapel is a subunit
of a local, but I'd like to find confirmation that
there's a formal link between the two groups.  Can
anyone provide an organizational hierarchy for a
union?
