A. Committee of the Whole, which shall concern itself
with any litigation involving the city council and
all other matters referred to it.
[Arts and Humanities]
B. Committee on Arts and Humanities, which shall
concern itself with the encouragement of the arts
and humanities within out city, including
cultural development,

[Banking and Community Investment]
C. Committee on Banking and Community Investment,
which shall concern itself with the delivery of
banking services in the neighborhoods of Boston,
including
the availability of construction and mortgage loans
for affordable housing in every neighborhood,
the promotion of public policy goals such as
community reinvestment,
affirmative marketing and non-discriminatory
lending policies, and
the provision of banking services to smaller,
neighborhood-based businesses.
The committee shall also concern itself with the
linking and leveraging of these objectives by use
of city actions involving
the purchase of banking services,
deposits,
borrowing and
investment.
[City and Neighborhood Services]
D. Committee on City and Neighborhood Services, which
shall concern itself with the delivery of municipal
services to the residents and neighborhoods of
Boston, especially as they impact on
youth,
the disabled and
infirm.
The committee shall exercise oversight with respect
to the
Boston Employment Commission, the
Health and Hospitals,
Parks and Recreation, and
Library Departments,
the Office of Neighborhood Services,
the Office of Cable Communications, and
the White and
Browne Funds.
[Economic Development]
E. Committee on Economic Development and
Transportation, which shall concern itself with
the physical and
economic preservation and
development of the city;
transportation policies for the city, including
issues related to
mass transit,
Logan International Airport,
the imposition of tolls,
effects of the depression of the Central Artery,
construction of the Third Harbor Tunnel, and
construction of the I-93 connector;
the relationship of the city to the
Metropolitan Area Planning Council;
planning of public buildings,
including jail construction,
the effect of large-scale development on neighborhoods
and people of Boston, including
avoidance of noise pollution,
damage to the water table,
protecting access to homes and businesses, and
trucking and
safe disposal of construction material and debris.
The Committee shall also concern itself with the
various inspectional,
regulatory and
licensing activities,
commerce,
trade, and
transportation policy of the city,
including the promotion of fair trade,
equal access,
consumer education and protection,
including council-issued licenses and permits.
The committee shall exercise oversight with respect
to the Boston Industrial Development
Finance and
Boston Redevelopment Authorities,
the Public Improvement,
Public Facilities, and
Economic Development and
Industrial Commissions,
the Inspectional Services and
Transportation Departments and
the Licensing Board,
Zoning Commission,
Mayors Office of Consumer Affairs and Licensing and
the Office of the Parking Clerk.
[Education and School Matters]
F. Committee on Education and School Matters, which
shall concern itself with the quality of education
provided by the Boston Public Schools, including
the Boston School Department budget, and
structure of the School Department.
The committee shall work to strengthen cooperation
among city and state government,
private enterprise, and
institutions of higher learning.
The committee shall exercise complete budget
authority with respect to the School
Department.
The Committee shall exercise oversight with respect
to the Community Centers Commission.
[Elderly]
G. Committee on the Elderly, which shall concern
itself with the provision of services to elderly
persons and the special problems of aging,
including
personal safety,
access to health care, the
promotion of independent living,
home health services,
nutrition, and
transportation.
The committee shall exercise oversight with respect
to the Commission on the Affairs of the Elderly.
[Environment and Historic Preservation]
H. Committee on Environment and Historic Preservation,
which shall concern itself with the natural and
historic resources and landmarks of the city,
including wetlands, the harbor, and the harbor
islands.
The committee shall have oversight with
respect to the
care,
management,
custody and
use of public lands and buildings,
except park land.
The committee shall involve itself in the
relationship between the city and
Metropolitan District Commission, the
Mass. Water Resources Authority,
the Boston Water and Sewer Commission;
the problems of pollution,
conservation,
preservation and
energy.
The committee shall also concern itself
with the implementation of
voluntary recycling and
other resource recovery efforts, public and
private;
protection from improper storage,
transportation, and
disposal of wastes, especially
hazardous and infectious wastes,
reclamation of dump lands and polluted lands; and,
the means and costs of disposal of waste products
by the city and from businesses within the city.
The committee shall exercise oversight with respect
to the
Property Management,
Public Works and
Environment Departments.
[Equity]
I. Committee on Equity, which shall concern itself
with promoting equal and fair access to public and
private services and facilities for all Bostonians,
including males, females, minorities, veterans, the
disabled, and those of any religious persuasion,
race or ethnicity, to the end that within our city,
the rights and privileges espoused as the American
ideal are not denied.
The Committee shall exercise oversight with respect
to the
Womens,
Comparable Worth,
Human Rights and
Fair Housing Commissions, and the
Office of Minority and Women Business Enterprise and the
Commission for Persons with Disabilities and the
Affirmative Action Office.
[Government Operations]
J. Committee on Government Operations, which shall
concern itself with the
organization and structure of city government,
including departmental fees and charges.
The committee shall have referred to it all
proposed ordinances and special laws affecting the
structure,
duties, and
responsibilities of city departments,
agencies and
commissions.
The committee shall exercise oversight with respect
to the
Administrative Services,
Election, and
Law Departments;
the Office of the Mayor except those components
assigned to other committees;
City Clerk,
Registrar,
Group Insurance,
Execution of Courts,
Workers' Compensation Service,
Retirement Board and
pension liabilities.
[Housing]
K. Committee on Housing, which shall concern itself
with public policy involving the
preservation,
creation, and
rehabilitation of housing in the city,
including public housing programs.
The committee is charged with evaluation of
policies and programs of the city to insure an
adequate supply of affordable housing; to
advocate toward the goal of safe, decent, and
affordable housing for all Bostonians; and to
deal with the problem of homelessness in our city.
The committee shall exercise oversight with respect
to the
Emergency Shelter Commission, the
Fair Housing Commission, the
Boston Housing Authority and the
Institutional Expansion Board.
[Labor]
L. Committee on Labor, which shall concern itself with
public policy issues affecting labor unions and
members of collective bargaining units, both public
and private, as they relate to the city.
The committee shall exercise oversight with respect
to the Office of Labor Relations.
[Post Audit and Oversight]
M. Committee on Post Audit and Oversight, which shall
concern itself with evaluating the efficiency and
effectiveness of city operations and program, and
administrative compliance with the intent of
legislation, including
administrative regulations of departments,
agencies and programs.
The committee shall select areas for review,
establish goals and objectives,
collect and analyze data, and
report to the council with recommendations,
including possible legislative and
programmatic changes based on its
review and analysis.
The Committee shall exercise oversight with respect
to the
Auditing Department and the
Boston Finance Commission.
[Public Health]
N. Committee on Public Health, which shall concern
itself with public health issues of Boston
residents, including the impact of industry on the
public health.
The committee shall provide a forum for residents
seeking a voice to express their concerns about
cancer rates and heart disease, as these diseases
may be exacerbated by pollution and environmental
factors associated with urban living.
The committee shall concern itself with efforts to
prevent the onset of HIV and Acquired Immune
Deficiency Syndrome and to offer progressive and
efficacious treatment to those persons with AIDS
and AIDS related complex.
The committee shall also concern itself with
programs aimed at reducing infant mortality in
Boston.
[Public Safety]
O. Committee on Public Safety, which shall concern
itself with all efforts to protect citizens of
Boston from crime and fire.
It shall insure the delivery of fire and police
protection to all neighborhoods of Boston.
The committee shall also concern itself with
evaluating, encouraging, and facilitating existing
citizen-driven efforts to prevent crime, including
arson, vandalism, gang and youth crime, assault,
housebreak, and crime committed as a vehicle of
prejudice.
The committee shall exercise oversight with respect
to Fire and Police Departments,
the Suffolk County Jail,
Safe Neighborhoods,
anti-crime efforts financed by state and
federal governments, and
county matters.
[Rules and Administration]
P. Committee on Rules and Administration, which shall
concern itself with the rules and administrative
functions of the city council.
The committee shall meet in confidence to discuss
matters in accordance with
MGL c39 s23B (the states Open Meeting Law).
Adoption of the Rules of the City Council shall
serve as an affirmative vote of the city council
members to convene the committee, when the chair
sees fit.
The purpose of the committees meetings shall be to
address such issues as are outlined in the open
meeting law.
Adoption of said rules shall also serve as notice
of the several meetings of the committee.
The reconvening of the city council shall be
governed by Rule 1 of these rules.
The city clerk shall reproduce this section and
post such notice at the appropriate place(s) in
city hall.
[State and Federal Relations]
Q. Special Committee on State and Federal Relations,
which shall concern itself with encouraging
cooperation between the city and other levels of
government to
discourage duplicative programs,
coordinate efforts to provide services,
present the Councils views to state and
federal authorities,
and maximize revenues available to the city from
state and federal sources.
The Committee shall exercise oversight with respect
to the Office of Intergovernmental Relations.
[Tourism]
R. Committee on Tourism, which shall concern itself
with the promotion of visits to our city by
individuals and convention groups,
develop programs whereby city agencies encourage
tourism and best display the assets of our city to
those who visit us, and,
recommend legislation and/or other actions to make
Boston a welcome place for visitors.
The committee shall exercise oversight with respect
to the Office of Special Events and Tourism.
[University-Community Relations]
S. Committee on University-Community Relations, which
shall concern itself with developing an improved
relationship between our neighborhoods and academic
institutions impacting them, including the
encouragement of undergraduate student housing,
university master plans which respect neighborhood
concerns,
equitable agreements for services and payments in
lieu of taxes, effective programs to curtail
students misbehavior, and,
mutually beneficial programs allowing university
students to gain practical experience while
assisting Boston school children, residents and
neighborhoods.
[Veterans]
T. Committee on Veterans, which shall concern itself
with facilities available for organized veterans
and for delivery of services to veterans, with
particular regard to the
interface of public agencies,
veterans and their organizations,
including the dedication of surplus or
under-utilized properties and
building for such purposes.
The committee shall exercise oversight with respect
to the
Veterans Services Department and the
Veterans Graves Division of the Parks and
Recreation Department.
[Ways and Means]
U. Committee on Ways and Means, which shall exercise
general oversight with respect to revenues and
expenditures of the City of Boston and all other
component units that comprise the governmental
entity as defined by the National Council of
Governmental Accounting Statement Three with the
exception of the budget for the Boston School
Department.
The committee, which shall consist of nine members,
may report to the council the cost of
implementation of any order, ordinance, program or
other initiative pending before the body, and shall
make such report whenever requested by another
committee or directed to do so by the council;
shall be referred to it all matters concerning
appropriations, the
city budget,
expenditures and
loans; and, further,
no appropriation, budget expenditure or loan shall
be voted out of committee except upon a majority
vote of its members.
The committee shall exercise oversight with respect
to the
Assessing,
Auditing and
Treasury Departments, and the
Office of Budget Management.
[Accreditation]
A. Special Committee on Accreditation, which shall
concern itself with efforts to ensure accreditation
of all Boston Public Schools.
The Committee shall work to ensure that
coordination between city agencies and the School
Department is maximized in order to provide those
services necessary to maintain accreditation of all
Boston Public Schools.
[Library Services]
B. Special Committee on Library Services, which shall
concern itself with the
siting of library facilities and
studies undertaken to determine the need and
feasibility of additional library services or
facilities.
[Residency]
C. Special Committee on Residency, which shall concern
itself with the review of the city's policy
regarding residency for city employees.
The committee shall study existing state and local
legislation, collective bargaining provisions and
enforcement procedures affecting the city's
residency policy.
The committee shall exercise oversight with respect
to the Residency Compliance Commission.
[Youth Services]
D. Special Committee on Youth Services, which shall
concern itself with the provision of services to
children and adolescents in Boston.
The committee shall work to strengthen cooperation
among city, state, and private agencies engaged in
providing youth services and to expand support for
public and private youth activities and programs.
[Information Technology]
E. Special Committee on Information Technology, which
shall concern itself with telecommunications, new
technologies, information technology, computer
technology and the Internet.
This committee shall exercise oversight of the
Management Information Systems Department (MIS),
and the Office of Cable Communications.
This committee shall explore ways for all city
departments to become more effective and efficient
in the use of computer technology for the benefit
of residents of the city.
[Flooding and Storm Damage]
F. Special Committee on Flooding and Storm Damage,
which shall concern itself with issues relevant to
flooding in the City of Boston, including relief,
prevention and the improvement of services.
The committee shall retain oversight over the
Boston Water and Sewer Commission, the
Department of Public Works, and
other appropriate commissions and departments
when the above commissions and departments are
responding to flood issues.
[Census]
G. Special Committee on the Census, which shall
concern itself with issues relevant to census
preparation and completion with the City of Boston.
This committee shall not act upon issues relevant
to re-districting of the council districts.
[New School Sites]
H. Special Committee on New School Sites, which shall
concern itself with the necessity and acceptability
of new school sites.
The committee shall work with the school department
and the Mayors office in making its determinations.
[Job Training and Career Opportunities]
I. Special Committee on
Job Training and Career Opportunities,
which shall concern itself with job
training and opportunities stemming from new and
planned development,
(such as the two Millennium projects, the
South Boston Waterfront, etc.)
The committee shall investigate ways in which the
city can prepare its citizenry, young and old, for
the various job opportunities that will be created
due to the citys economic growth.
Use of public school space for night classes shall
be entertained by the committee.
The committee shall work to develop ideas to help
solve the problem of an undereducated work force.
[Youth and Domestic Violence]
J. Special Committee on Youth and Domestic Violence,
which shall concern itself with the particular
issues involved with violence towards children and
amongst families.
The committee shall examine existing city programs
designed to deal with such issues and review
suggestions for future policy and programs.
Special attention may be paid to violence within
the schools and programs to combat such violence.
The committee will work to maintain the publics
awareness and response to these issues.
