IMPORTANT NOTE: This position is full-time permanent. U.S. citizenship is required. Position is in the AFGE bargaining unit. Relocation expenses will NOT be paid. Position requires background investigation. NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes grants supporting initiatives to document American history.

ABOUT US: The headquarters site for the National Archives and Records Administration (NARA) is a new, state-of-the-art building in suburban Maryland. Adjoining the campus of the University of Maryland, NARA's building is located in a wooded area that offers both beauty and privacy yet has convenient access to urban amenities and to the Beltway. DUTIES: Assists in the orderly and formal accessioning of electronic records. Acts as senior specialist regarding electronic records and their technical characteristics and properties. Evaluates evidential and historical value of data, with particular focus on the technical characteristics of the records and their effects on the preservation of the records; a complete examination and validation of the record layout and other technical documentation; a recommendation of the potential of the data for statistical analysis; and consideration of protection of privacy if the data involves personal identifiers. Assigns and reviews work of lower graded staff associated with computer programming and automated data and file management. Advises technical staff on requirements for computer programs. Reviews completed work ensuring that archival and technical documentation requirements are met and all steps have been properly completed. Reviews the work of lower graded staff to monitor and improve stylistic and substantive quality. Manages the orderly flow of accessioning, reference, and description work thorough the division, and prepares reports on time and production for the division's accessioning function. Maintains liaison and ongoing work relationships with other units in the Office. Makes recommendations for improvements in standards and practices, especially concerning categories of records not previously evaluated or described.  Advises members of the division engaged in pre-accessioning work on new problems regarding evaluation of electronic records. Maintains liaison and works with members of the academic, community and Federal agency managers to conduct special studies concerning information exchange, arrange for transfer of records, and negotiate restrictions on record use. Prepares for publication in the Federal Register material regarding the existence and character of systems of electronic records accessioned into the National Archives. Reviews preparation of and conducts final editing of division entries for such descriptive publications and analytical subject guides. Includes administrative histories of agencies and delineation of technical and informational peculiarities or problems which researchers might encounter in using the records. Trains new staff members and NARA staff on rotational assignments. 

QUALIFICATION REQUIREMENTS: Applicants will not be required to take a written examination, but will be rated on the extent and quality of their education and/or experience according to information provided in their application forms.  To be rated eligible, applicants must meet the requirements described below.
                      
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-11 level of the Federal service.  The specialized experience must have demonstrated the ability to perform the duties of this position as described above, and must have provided the applicant with the following knowledge, skills and abilities:
Demonstrated knowledge and experience with electronic records.
Demonstrated knowledge of computer applications and systems.
Demonstrated knowledge of a wide range of computer techniques, requirements, methods and procedures to evaluate the transportability of data.
Demonstrated knowledge of records management principles with experience in development of on-line database for archival services.
Demonstrated knowledge of the policies and operations of data centers.
	
BASIS OF RATING: Applicants will be rated on their responses to items in the Supplemental Qualifications Statement as recorded on the Qualifications and Availability Form (Form C) or through the electronic application process.
