Re: NARA to Destroy LandSat Photos

The Federal Register is a good mechanism for finding out what is going on with Federal records, and I'm glad Mr. Becker points that out. However, we should be careful in our interpretation of Federal language. The item cited from the Federal Register reads as follows:
"20. NARA, Office of Records Services (N2-77-01-1, item 1, temporary item). Copies of satellite imagery files in the custody of the National Archives that were accumulated by the Army Corps of Engineers between 1970 and 1978. Records consist of black and white satellite fil and such related textual materials as indexes, camera specifications, and catalogs. Recordkeeping copies of these files held by the U.S. Geological Survey were previously approved for permanent retention. [my bolding]"
Okay, so the USGS copy is permanent and will be retained by NARA forever. The extra copy, in the Corps' custody, is the one up for disposal. Most archives cannot and do not maintain duplicates of their records. Am I missing something here with the complaint from Mr. Becker?
