We sandwich broken glass negatives (in a 4 flap envelope) between two pieces
of 1/4" foamcore board, tied snugly with cotton tape so the package won't
come apart. You can place a few of these in a 3"-deep dropfront print box,
then stack the boxes. It doesn't really help if you want to print them, but
it does keep them stable and prevents the pieces from shifting around and
causing more damage.

I've also seen broken negatives sandwiched between glass sheets of the same
size--probably done when they were still producing glass negatives.
Presumably you could print from them if this was done.
