shelving

Do any of you out there use regular library shelving for your archival
materials? I currently do (11" shelves) and I like them because I can
adjust them. Should this be an important safety issue?

Our safety officer, at my request, came to look at my area because my
aisles are way too narrow to retrieve boxes safely (17-23" wide!). It had
not even occurred to me that the shelving itself was unsafe too, but he
said it was.

I guess what I'm saying is, is use of library shelving enough of a safety
issue to raise a big stink about it? Knowing I'm unlikely to get any money
quickly to remedy the situation, I'd like to at least get the aisles
widened, and I can do that with some fancy rearranging and storing. I'm
amazed I'm not already paralyzed from a box retrieval accident, but I've
never felt the boxes might fall off the shelves or the shelves might tip over.

Please advise.
