I have to respond to this statement as it is simply not true.  It is the
creator of a record that determines whether it is a public record, not
the owner of the record.    Public records under Florida law are those
records created by the University or its affiliates that document policy,
budget, and operations.    That the library acquires an item does not
make it a public record.   A second question is whether you have
a policy granting public access to the item.   Many university libraries
will grant public access to the library, but not to all of the library
holdings.
For example, videotape or audiotape collections may be restricted
only to students and faculty.
