Nature and Scope of Job
Under minimal direction from the Records & Archives Management Group
Leader, manages, directs and oversees the Laboratory Archives program.
Individual will redefine the mission of the Laboratory Archives and manage
the operations and services necessary for the Archives to achieve its
organizational goals and objectives. The Laboratory Archives is tasked with
planning and administering the collecting, arrangement, and indexing of
recorded information useful in documenting the history of the Laboratory
and meeting Laboratory informational requirements through appropriate
retrieval of such information. In addition the Archives coordinates its
activities
with programmatic archives/knowledge preservation activities of various
laboratory organizations. Interacts on a frequent basis with Laboratory
directorates, Laboratory Counsel, Public Affairs Office, DOE personnel, and
peers at other DOE Laboratories.

Essential Duties
- Directs the daily functions of the Laboratory Archives and supervises a
small staff of exempt and non-exempt employees, assigned to and matrixed
from the archives.
- Redefines the mission of the Laboratory's archival function based on
assessment of institutional and line organizational needs for preservation
of historical information.
- Influences line organization managers to support the mission the
Laboratory archives within their own organization.
- Formulates, plans, implements and manages the collection strategy for
Archives to effectively preserve historical information as a vital element
in maintaining institutional memory.
- Negotiates with LLNL Directorates for the transfer of historically
valuable information to the Laboratory Archives.
- Serves as a subject matter expert for institutional archives and
Laboratory history.
 - Develops and oversees operating procedures consistent with Laboratory
requirements and professional standards.
- Conducts and oversees the appraisal of records to identify historically
valuable information.
 - Develops and oversees the process to facilitate the transfer
of historically significant electronic records to archives.
- Represents the Archival Program regarding knowledge of the preservation
efforts at the Laboratory and with external organizations.
- Evaluates, selects, and implements the use of software to improve
bibliographic control and access to material under control of Archives.

Marginal Duties
- Writes articles on the history of the laboratory for internal publications.
 - Supports Public Affairs in community outreach efforts.
- Acts as Records and Archives Group Leader in his/her absence.

Essential Skills, Knowledges, Abilities
- BA/BS in history, political science, business administration or other
related area combined with a concentration
and/or professional training in archival administration or equivalent
combination of education and experience.
-Thorough understanding and advanced knowledge of the classic principles of
archival administration.
- Recent archival research on computer generated information and the
application of these principles to a modern research facility.
- Significant experience designing and implementing archival systems. -
Working knowledge of records management.
- Demonstrated project management skills and experience in managing
projects with multiple and
complex components.
- Demonstrated strong supervisory experience.
- Demonstrated experience working with cross organizational teams and
ability to coordinate across organizational lines to achieve buy in for
projects and initiatives.
- Demonstrated ability to set standards of excellence and ensure
maintenance of effective working
relationships, and demonstrated high degree of flexibility.
- Demonstrated experience exercising a high degree of discretion, mature
judgement, and tact in handling issues of sensitive nature.
- Customer service skills that demonstrate responsiveness to customer needs
and requests and strong demonstrated experience working with customers to
meet common goals.
- Strong/advanced communication skills both written and verbal necessary to
effectively explain, present, advise, and influence managers,
administrators and employees on a variety of simple
and complex issues.
- Demonstrated experience developing informational presentations and giving
presentations to
all levels of personnel and management.
- Experience with personal computers and a thorough working knowledge of
associated software applications (spreadsheets, databases, word processing,
and presentations).

Desired Skills
- Masters degree in Library Science or Archival Administration.
- Prior experience in the Department of Energy classified environment.
- Experience in DOE National Laboratory.
- Certified Archivist.
- Knowledge and understanding of records management principles.
- College coursework in physics, chemistry, biology, engineering, or the
history of science.
