BATON ROUGE -- The state arm of the American Civil Liberties Union filed
suit Wednesday against Gov. Foster, alleging he illegally withheld public
documents related to a $3 million appropriation for a Catholic school
voucher program in New Orleans.

The families of the admitted Boston Strangler, Albert DeSalvo, and his last
victim, Mary Sullivan, have subpoenaed the attorney general and the Boston
Police Department to produce physical evidence and records from the 1964
Beacon Hill crime scene and Sullivan's autopsy results, according to lawyers
for the families.

WASHINGTON (AP) - Two senators asked Thursday for all internal memoranda and
documents related to Attorney General John Ashcroft's decision to purge gun
purchase files after one day.
Sens. Charles Schumer of New York and Edward Kennedy of Massachusetts plan
to subpoena the documents if Ashcroft doesn't comply.

from senior citizens and then renting the donors' names and addresses to
third parties.
Six seniors groups collected at least $18.8 million last year by renting out
their mailing lists, a review of tax records shows.

A California newspaper said Wednesday that its reporter broke ethical rules
to uncover a long-ago University of Iowa study in which orphans were taught
to stutter.
San Jose Mercury News reporter Jim Dyer gained access to an Iowa archive by
identifying himself only as a graduate student, Executive Editor David
Yarnold wrote in the newspaper. The archive is not open to journalists,
Yarnold said.

should be considered public record.
The commissioners' Business and Management Affairs Committee debated the
issue Tuesday after The Charlotte Observer requested e-mail related to a
planned move of the county courthouse.

Military-run Pakistan may get a freedom-of-information law

Pakistan, which is run by a military quasi-dictatorship that has a mixed
record on press freedom, may soon get a working freedom-of-information law.
Pakistan reportedly has agreed to enact the law as a condition for obtaining
a $130 million loan from the Asian Development Bank, according to a story in
today's Dawn, a usually well-informed English-language daily in Pakistan.
Dawn reported official sources saying the freedom-of-information act and a
broadcast media act were among the 17 conditions for the loan, which will be
used for administrative, judicial and police reforms.

City sues to get look at building

The city of Riverside has taken a Sherman Oaks company to court to obtain
information on a downtown office building that it is interested in buying.
City officials are suing Chippewa Enterprises, owner of the Metro Center
office building at the corner of University Avenue and Market Street. They
want to conduct a physical inspection of the building and to review its
structural plans, wiring and telecommunications schematics, maintenance
records, lease documents and financial records.

PARIS (Yonhap) _ A group of South Korean historians will visit Paris in
September to examine ancient Korean books looted by French naval forces in
1866 as part of a bilateral swap agreement.
In the three-day talks with South Korea that ended Wednesday, France agreed
to allow Korean experts to take a first-hand look at the 297 books, called
"Oegyujanggak," kept at the French National Library in Paris.

Two local Civil War buffs who visited a state conservation lab last fall to
see the battle flag of a Long Island regiment were disheartened to find the
banner had disintegrated into a handful of silk slivers.
But John Scotto and Jeff Stark, board members of the Huntington-based North
Shore Civil War Roundtable, who had lobbied for four years to get the flag
of the 127th New York Infantry volunteers restored, were much happier when
they saw it again this month after the work was completed.

College player used stolen identity

WICHITA, Kan. (AP) -- At first, Lonnie Webster just wanted a driver's
license. So when his own was suspended, he used the identity of his
16-year-old Florida friend to get a new license when he moved to Hawaii.
Eight years later, the scheme has landed Webster in jail and threatens to
upset the athletic eligibility of the Bethel College, where Webster excelled
as a fullback.

If ever there were a reason for mobile data services to take off it was
evident on the press release pages of the Mobile Data Association's web
site. Pretty much the only thing that the organisation has been announcing
is the number of text messages that are occurring each month. Not exactly
revelatory admittedly, but it shows encouraging signs for the future of
mobile data.

status as those signed in ink -- or blood
Digital signatures are now as legally binding as handwritten ones across the
15 states of the European Union, after a European Commission directive on
the signatures came into force last week. The EC hopes this will make
business more efficient, fast and secure as firms can now sign contracts
online.
