Boone County Recorder of Deeds Bettie Johnson has been saving money for
years to buy a nearly $200,000 computer program that will enable her staff
to record deeds electronically and allow the public to file and access files
through the Internet.
"We knew it would be costly," Johnson said. "It has been on the horizon for
some time."

The Securities and Exchange Commission doesn't think it lost any people
Tuesday when its New York regional office at the World Trade Center was
destroyed, but it lost records of pending enforcement cases.
"Clearly what happened was a severe blow," said Wayne Carlin, head of the
320-person office that has been investigating insider trading and other
financial fraud. "It will slow us down, and we will need some amount of time
to recover."

A major field office of the Securities and Exchange Commission was destroyed
in Tuesday's attack on the World Trade Center, possibly creating serious
problems for ongoing investigations of technology companies.
The Northeast Regional Office was located at 7 World Trade Center, which
collapsed Tuesday after hijacked airplanes destroyed the center's two
skyscrapers. The first priority was, of course, to confirm the health and
safety of the workers, and the SEC said it believes all of its employees had
been evacuated safely.

SAN FRANCISCO - As rescue workers sifted through the rubble of the World
Trade Center and Pentagon on Wednesday, major high-tech companies prepared
to help restore the computing systems demolished in the terrorist attacks.
As they reached out to shellshocked businesses and government agencies, most
of the high-tech giants said it's still too early to know how much work lies
ahead.

Boston accountant David Fazio logged onto his computer in July only to
discover that all of his documents and programs were gone--including a
crucial report file that was due to a client in three hours.
Fazio panicked, but not for long. He went to the Keen personal adviser Web
site ( www.keen.com ) and found a computer technician who helped him locate
the missing file in minutes.

If commissioners buy cutting-edge touch screen voting machines, the systems
will cost $9.4-million to $15.5-million, far more than the $6.7-million that
they budgeted next year for the purchase.
But Commissioner Susan Latvala said the county needs to think quality before
cost, even if it means financing the bill over a few years.

FBI seizes records of students at flight schools

Federal agents worked furiously Wednesday to determine if the hijackers
responsible for the worst attack in U.S. history learned how to fly in
Florida.
At an aviation school in Venice, FBI agents seized files on two former
students, one from Egypt and the other from the United Arab Emirates. The
FBI says both men are suspects in the assault that leveled the World Trade
Center and sent shock waves around the world.

Online merchants could face integration hassles as they deploy forthcoming
and competing credit card payer authentication technologies from Visa USA
and MasterCard International Inc.
The technologies, Visa's Verified by Visa, due in widespread use this fall,
and MasterCard's Secure Payment Application service, due next year, take
distinctly different approaches. Visa performs authentication on the
merchant site, while MasterCard handles it on the customer's PC
automatically, using a previously downloaded applet.
