"The cyber attacks incident to the current conflict in the Middle East
emphasize the potentially disastrous effects that such concentrated
attacks can have on information and other critical government and
private sector electronic systems. [. . .] In a terrorism context, cyber
attacks inside the United States could have "mass disruptive," if not
"mass destructive" or "mass casualty" consequences. It is easy to
envision a coordinated attack by terrorists, using a conventional or
small-scale chemical device, with cyber attacks against law enforcement
communications, emergency medical facilities, and other systems critical
to a response. Moreover, it is conceivable that terrorists could mount a
cyber attack against power or water facilities or industrial plants-for
example, a commercial chemical plant that produces a highly toxic
substance-to produce casualties in the hundreds or thousands. The most
likely perpetrators of cyber-attacks on critical infrastructures are
terrorists and criminal groups rather than nation-states. [. . .]"

Bone chilling stuff . . . which applies to the lesser but possible
threat to your institutions, I would think.

(PS I'm still receiving multiple copies of the SirCam worm each day and
have spent two days applying security patches to Windows 2000 (with IIS
5 running) to ward off similar attacks by the Nimda worm. If you haven't
done so, upgrade your virus checking software, keep the definitions
current, and apply the most rigorous settings available. Stay wary!)
