QuasiArchive/Library Question



Introduction -
I have been a member of the list off and on over the last couple of years. I have a question, which I am hoping that list members can help me with.

I work for the Legislative Service Office for the State of Wyoming and I am currently investigating different systems for 'record management and retrieval'. 

Problem -
The system will allow the staff to find and retrieve records, the nature of the records can be in the form of books, research notes stored on a file server, agency reports stored at the State Library or in our office, as well as file folders with all types of information that are stored in filing cabinets. These records are in different locations and this will be basically a large electronic finding aid.  

What I am seeking -
What I am looking for are any recommendations from any member on the list for possible existing software that can manage files - paper and electronic, as well as books, and other materials.  I don't want to reinvent the wheel unless I have too.
