It's not the computer HW/SW folks you have to convince it is the business that owns the database. You need to convince the business why they need such snapshots and how that snapshot will do one or more of the following;
improve their productivity
improve their bottom line
improve operations overall.
What will be the ROI for this effort?

sometimes laws or regulations may prevent the data from being retained as read-only.
