An advance search on google using the phrase 'space planning' returned about 80,000 hits. quite a lot, but on the first page alone you can obtain a pdf file of the Conn. State standards for library planning.

In planning for new archival spaces many, many factors come into play, such as, fire protection, environmental controls, storage/shelving systems and much more. down below I've listed some other sources that can be of assistance.

I would also look at NARA's standards, NFPA 232, your local building codes, contact such firms as Spacesavers (http://www.spacesaver.com/)for shelving, Munters for humidity control (http://www.munters.com/), Firelock for vaults (http://www.firelock.com/) and many others.
