True. Even though a "state-wide order" does comes from the Governor's
Office, it is not at all unusual for individual communities, institutions or
organizations to fly the flag at half-mast out of respect for someone who
has passed away that is affiliated with that group. There is no "central
registry" of what's happening throughout NH.

This, too, is the law in Texas. In practice, however, individuals often
take the initiative to lower flags to half-mast when they feel appropriate.
