International corporate records



I am new to the world of corporate archives and need help locating
information about legal restrictions on the transfer of corporate archival
records across borders.  The company I work for is acquiring another company
with facilities in Ireland, France, and Mexico, as well as the US.  My
company already has holdings in Canada, Australia, New Zealand, and
elsewhere.  I am looking for sources of information on the laws of other
countries, i.e. France, Mexico, etc., regarding the transfer of corporate
records created in their country to the headquarters country.  When are
these records, if ever, considered cultural resources or property?  Can
someone direct me to websites, books, or other resources or someone with
experience in this matter?
