Lack of Communication within the field of interest would be
a good guess.

Presumably, no college or university with a Russian program
specialty was notified?  There must several excellent ones
around the country.  Yale used to have a renowned program
and, I believe, Harpur College [SUNY Binghamton,NY] also
had one.

Perhaps since the breakup of the USSR this area is no longer
of great interest?
