Photo adhesive/backing--Removal?



I am working on a number of photogrpahs that have been mounted on pages of
a report.  Because the pages are acidic, I have, of course, removed the
photos (many photos were beginning to fade).  When removing the photo, a
layer of paper remains on the page, but there is still an additional layer
of paper, with the other side of the adhesive material, still attached to
the photo (the photo is thicker than is normal).  If I try to remove the
remaining adhesive, the original shiny back of the photo comes off as well,
but the photo is still intact. Is this acceptable, or should I leave the
adhesive/backing in place.
