Before I came to work for Harris County in 1988 our District Clerk's office
stacked file cabinets to "save space."  As memory serves they had 2-drawer
file cabinets on top of 4 or 5-drawer cabinets.
The top cabinets had a disconcerting tendency to topple forward, especially
if both drawers were open or the top drawer was open and the bottom drawer
empty.  The office discontinued the practice for safety reasons.
