Coincidentally, there was an article in the paper yesterday about potential changes in the NY "Do not call" list system. Currently, businesses have to pay $500./ year for a quarterly subscription; there is talk of changing this to $800./year. Also, they are talking about raising the fine for violations from $2000 to $5000! I wonder how many businesses think of the $500/year fee as a way to save their employees from taking time calling people who don't want to be called, and how many thing it's a %$#@ rip-off?
This is how the NY "Do not call" list manages to run itself without charge to people who don't want to be called.

FYI, Indiana has implemented a "Do Not Call" list and it's working like
magic. There are fines imposed for telemarketers who continue to call
people on the "do not call" list.
