Re: More funding for VERS (Victorian Electronic Records Strategy)

Hello all

Some further information in response to some questions which have been
raised about the $8.2 AUS million budget for the next stage of the VERS
(Victorian Electronic Records Strategy) initiative. The $8.2 million is new
funding (i.e. it isn't part of recurrent funding to Public Record Office
Victoria or its parent agency) to be spent over the next two years (2002/3
- 2003/4). The money comes out of a business case PROV submitted to the
Department of Treasury and Finance which assessed the success of the pilot
VERS implementation project at the Victorian Department of Infrastructure
and which costed further implementation across the rest of the Victorian
government.

The full cost of implementation across government (not including local
government, hospitals, schools, TAFEs - tertiary vocational training
institutions - or universities) is in the order of $50 AUS million. The
$8.2 million we received is to put in place the knowledge and ability to
proceed with that implementation as well as the infrastructure at PROV to
house, make accessible and manage electronic records into the future.

This work will be undertaken under the auspices of a newly established
Electronic Records Centre of Excellence (to be housed at PROV). The tasks
we have identified for the Centre are as follows:

* Establish the Centre of Excellence, which will act as a project office
for VERS implementation projects undertaken as part of this program.
* Provide expertise in VERS and electronic recordkeeping in general to
government agencies which are undertaking an electronic recordkeeping
program.
* Develop policies and guidelines for government (under the PROV mandate).
* Provide project management and technical consulting.
* Develop generic software.
* Help in the development of business cases for further implementation.
* Establish a whole of Victorian government training program in electronic
recordkeeping which will be certified under national competencies.
* Undertake analysis and formulate implementation strategies for the
remaining inner budget departments of Victorian Government. This includes
the procedures, processes and systems required to capture electronic
records effectively.
* Undertake analysis and formulate options to deliver VERS capability
through a range of different mechanisms including in-house systems, shared
service models and other viable options.
* Undertake the implementation of a records repository for permanent
electronic records at Public Record Office Victoria.
* Develop and implement a change management and marketing strategy for VERS
across Government.
* Form relationships across government to assist in the process of VERS
implementation.
* Continue to foster industry to adopt VERS concepts as embedded options
within their commercial product set.
