I don't know anything for sure, but here's what I would posit:  this may be
the result of the introduction of social security, and with the large
numbers of people entering the work force in WWII, perhaps the first time
they needed to document birth for social security payroll deductions.  My
one clue to this is an aunt who moved to California from Illinois after the
introduction of social security.  She didn't have a birth certificate and
when she applied for social security, she took ten years off her age, after
which all of her records indicated she was ten years younger than actually
true.

I have another strange question for you today. Pardon its length. Arkansas
like most southern states did not begin keeping records of births and deaths
before 1900. Arkansas' began in 1914. However, in 1942  over 300,000 people
filed "delayed" or "prior" birth certificates in Arkansas. About that many
more were filed in  1943. This means that for some reason adults born before
1914 were recording their births right and left. I have been unable to find
out why. I find no Arkansas law requiring such registration. Was their a
national effort at the beginning of W. W. II go get folks to document their
births? Was similar registrations done in other states?
Many of these records have recently been abstracted by the Arkansas
Genealogical Society. This group plans to publish an index to these records
for births before 1902. They have asked me to write an introduction to the
book. I need help.
