No experience, but what's on the deed of gift form?  If you have something
signed outlining the terms of gift, and if those terms say the papers belong
to the repository, you should be able to show it to the person in question &
prove they're yours.  If the items are listed as a loan or a deposit, you're
out of luck, I imagine - you have no legal proof that ownership was
transferred.  Obviously, if you haven't got any kind of deed at all, you're
also up a creek.

You should certainly get legal representation to look over the arrangement
made when the papers were originally deposited - my opinion ain't legally
worth the ether it's swimming in.

Dear List Members,

We would like to know if any repositories have had the experience of
acquiring, arranging, and describing the records of a politician, preserving
and providing access to them over many years, only to have the same
politician request that his records be transferred to another repository.
Any "nuggets" of experience would be of interest to us.
